How to find the issues of the license, how to create a description of it?

Well good question i would love the have the asnwer. In my project i just aknowledged all the licences i could + the Unknown ones. No Issue scan ot something simmilar is to be found on fossology or i am not looking enough.
You are supposed to find the issue yourself and then submit it, using the project’s issue tracker.
Can you clarify how to do so ?
